STAND. COM. REP. NO. 1900

Honolulu, Hawaii

RE:    GOV. MSG. NO. 705

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 705, submitting for study and consideration the nomination of:

Hawai'i Medical Board

G.M. No. 705

ANDREW FONG,

for a term to expire 06-30-2027,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Andrew Fong for service on the Hawaii Medical Board.

Your Committee received testimony in support of the nomination for the reappointment of Andrew Fong from the Hawaii Medical Board and Kaiser Permanente Hawaiʻi.

Upon review of the testimony, your Committee finds that Dr. Fong's experience, knowledge, and proven leadership on the Hawaii Medical Board qualify him for reappointment to the Board as a licensed physician member.  Your Committee notes that Dr. Fong has been licensed as a physician in Hawaii since 1998 and worked as a pediatrician with Kaiser Permanente for nearly thirty years, where he served as physician-in-charge of Hawaii Island.  Prior to joining Kaiser Permanente in 1998, Dr. Fong served as a staff pediatrician at Coastal Pediatrics in Ventura and Oxnard, California.  Your Committee further notes that Dr. Fong has served on the Hawaii Medical Board since 2019 and finds that Dr. Fong's experience and knowledge will continue to be assets to the Board.  Your Committee therefore recommends that Andrew Fong be reappointed to the Hawaii Medical Board based on his experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce and Consumer Protection,
