     Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message Nos. 704 and 713, submitting for study and consideration the nominations of:

for a term to expire 06-30-2029,

     Your Committee reviewed the personal histories, resumes, and statements submitted by Allen Shih and Mark Brown for service on the Board of Pharmacy.

 

ALLEN SHIH

 

     Your Committee received testimony in support of the nomination for the appointment of Allen Shih from the Department of Commerce and Consumer Affairs and three individuals.

 

     Upon review of the testimony, your Committee finds that Dr. Shih's experience, knowledge, and desire to serve his community qualify him for appointment to the Board of Pharmacy as a licensee member from Hawaii county.  Dr. Shih currently serves as the Director of Pharmacy at Hilo Medical Center, managing a team of fourteen pharmacists and twelve pharmacy technicians.  Dr. Shih is also an Assistant Professor at the University of Hawaii at Hilo Daniel K. Inouye College of Pharmacy where he teaches Integrated Therapeutics Courses, serves as a primary preceptor, and contributes to several academic committees.  Additionally, Dr. Shih is a board-certified Pharmacotherapy Specialist, further underscoring his clinical expertise.  Your Committee further notes that Dr. Shih is actively engaged in community service and participates as a member of a number of professional organizations such as the American College of Clinical Pharmacy and American Society of Health-System Pharmacists.  Your Committee therefore recommends that Allen Shih be appointed to the Board of Pharmacy based on his experience, knowledge, and commitment to public service.

 

MARK BROWN

 

     Your Committee received testimony in support of the nomination for the reappointment of Mark Brown from the Board of Pharmacy and one individual.

 

     Upon review of the testimony, your Committee finds that Mr. Brown's experience, knowledge, and proven Leadership on the Board of Pharmacy qualify him for reappointment to the Board as a licensee member from Maui county.  Your Committee notes that Mr. Brown has been licensed as a pharmacist in Hawaii since 1996 and has over twenty-nine years of experience in pharmacology.  Mr. Brown currently serves as the Pharmacy Operations Manager and as a consultant pharmacist for PharMerica in Wailuku.  Mr. Brown is also actively engaged as a member of various professional organizations, including the National Association of Boards of Pharmacy and DMAT Hawaii.  Your Committee notes that Mr. Brown has most recently served on the Board of Pharmacy since 2021 and has previously served as Chair and Vice Chair for the Board.  Your Committee finds that Mr. Brown's experience and knowledge will continue to be assets to the Board.  Your Committee therefore recommends that Mark Brown be reappointed to the Board of Pharmacy based on his experience, background, and dedication to public service.

 

     As affirmed by the records of votes of the members of your Committee on Commerce and Consumer Protection that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
