Your Committee on Labor and Technology, to which was referred Governor's Message No. 660, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Kelly Ueoka for service on the Hawaiʻi Technology Development Corporation.
Your Committee received testimony in support of the nomination for the appointment of Kelly Ueoka from the Department of Commerce and Consumer Affairs; Department of Business, Economic Development, and Tourism; Hawaii Technology Development Corporation; Hawaiʻi Medical Service Association; Pacxa; Blood Bank of Hawaii; Parents and Children Together; Servco Pacific, Inc.; and eleven individuals.
Upon review of the testimony, your Committee finds that Mr. Ueoka's experience, knowledge, and proven leadership qualify him to be nominated for appointment to the Hawaiʻi Technology Development Corporation as a member nominated by the President of the Senate and selected by the Governor. Your Committee notes that Mr. Ueoka has worked in the State's technology consulting sector for over twenty years, and currently is the President of Pacxa, a locally owned technology consulting and systems integration firm. Through this leadership role, Mr. Ueoka has cultivated deep technical expertise while remaining committed to serving the State. He has previously served on a number of boards and committees, including the Hawaiʻi Executive Collaborative TRUE Initiative, PACT, Chamber of Commerce Hawaii IT Council, Department of Education Information Technology and Digital Transformation Pathway Advisory Council, and the Hawaiʻi Workforce Development Council. Mr. Ueoka also has experience collaborating with state departments. He has worked closely with the Department of Commerce and Consumer Affairs on its Business Registration Modernization Project to provide an information technology solution that modernizes the Department's twenty‑five‑year-old systems. Mr. Ueoka expressed in his testimony that as a member of the Hawaiʻi Technology Development Corporation he would prioritize cybersecurity, technology accessibility, sustainability, and local entrepreneurship. Your Committee finds that Mr. Ueoka has a thorough understanding of the role and responsibilities of board members and his extensive experience in technology consulting will continue to enhance the effectiveness of the Hawaiʻi Technology Development Corporation. Your Committee therefore recommends that Kelly Ueoka be appointed to the Hawaiʻi Technology Development Corporation based on his experience, knowledge, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Labor and Technology that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
