Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 659, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by David Kamakea III for service on the Board of Electricians and Plumbers.
Your Committee received testimony in support of the nomination for the reappointment of David Kamakea III from the Board of Electricians and Plumbers and one individual.
Upon review of the testimony, your Committee finds that Mr. Kamakea's experience, knowledge, and proven leadership on the Board of Electricians and Plumbers qualify him for reappointment to the Board as a licensed plumber member. Your Committee notes that Mr. Kamakea has thirty-three years of experience in business planning and oversight in the construction industry and has been licensed as a plumber in Hawaii since 1998. Before his retirement in 2023, Mr. Kamakea worked as a Construction Inspector and prior to that served as a Plumbing and Pipefitter Superintendent. Your Committee further finds that Mr. Kamakea has served on the Board of Electricians and Plumbers since 2021 and currently serves as the Board's Chairperson and as a member of the Board's Applications Review Committee. Mr. Kamakea understands the purpose of the Board and his comprehensive knowledge will continue to be a resource for the Board's discussions and deliberations. His expertise in construction management and Occupational Safety and Health Administration standards will also continue to be assets to the Board. Your Committee therefore recommends that David Kamakea III be reappointed to the Board of Electricians and Plumbers based on his integrity, dedication to industry improvement, and commitment to ethical standards, professionalism, and public service.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
