Your Committee reviewed the personal history, resume, and statement submitted by Major General Stephen Logan for service as the Adjutant General.
Your Committee received testimony in support of the nomination for the appointment of Major General Stephen Logan from the Office of the Governor; Department of Defense; Department of Law Enforcement; Department of Health; Department of Accounting and General Services; Department of Budget and Finance; Department of Human Services; Department of Corrections and Rehabilitation; Department of Land and Natural Resources; Department of Labor and Industrial Relations; Department of Business, Economic Development, and Tourism; Department of Human Resources Development; Department of Commerce and Consumer Affairs; Department of Agriculture; Department of Taxation; Hawaii Emergency Management Agency; Office of Veterans' Services; Hawaiʻi National Guard; Hawaii Army National Guard Recruiting and Retention Battalion; Hawaii High Intensity Drug Trafficking Areas; Hawaii Public Housing Authority; Office of the Mayor of the County of Maui; Department of the Prosecuting Attorney of the City and County of Honolulu; Honolulu Police Department; Hawaii Military Affairs Council; The Maritime Group; and fifty-one individuals.
Upon review of the testimony, your Committee finds that Major General Logan's extensive experience, knowledge, and proven leadership qualify him for appointment as Adjutant General.
Your Committee notes that Major General Logan has over forty years of police and military service and has served as Adjutant General as an interim appointment since October 1, 2024. Major General Logan holds a Bachelor's degree in Criminal Justice from Chaminade University of Honolulu and a Master's degree in Strategic Studies from the United States Army War College. Previously, Major General Logan served as Commanding General of the Hawaii Army National Guard from 2021 to 2024, and he concurrently served as the Deputy Adjutant General beginning in 2019 until his promotion to Adjutant General in 2024. During his tenure as Deputy Adjutant General, he supported the Hawaii Emergency Management Agency in leading the State's response to several emergency management incidents, including the COVID-19 pandemic and the 2023 Maui wildfires. From 2017 to 2019, Major General Logan served as the Chief of Staff for the Hawaii Army National Guard. From 2014 to 2017, he served as the Director of Property and Fiscal Operations for the United States Property and Fiscal Office for Hawaii. From 2008 to 2015, Major General Logan held a variety of leadership positions within the United States Armed Forces, including Brigade Commander of the 29th Infantry Brigade Combat Team and Deputy Brigade Commander for sixteen Security Forces Assistance and Advisory Teams deployed to Regional Command-South, Islamic Republic of Afghanistan, in support of Operation Enduring Freedom. Prior to his extensive combat, administrative, and supervisory experience in the military, Major General Logan served in the Honolulu Police Department from 1982 to 2004, where he held the positions of Metropolitan Police Lieutenant, Sergeant, and Officer, and acted as a Relief Police Helicopter Pilot.
Your Committee further finds that Major General Logan has garnered high respect from his peers and has developed an extremely positive reputation within the defense and emergency management communities in the State, as demonstrated by the substantial testimony offered in support of his nomination. He is also deeply involved with various veterans' groups and organizations in the community and is a staunch advocate for the provision of benefits and recognition to veterans of all eras. The departments and individuals who have worked with Major General Logan over his decades of service to the State consistently praise his communication skills, his expertise in a broad range of subject matter areas within the fields of public safety and national security, and his extensive leadership during times of conflict and crisis.
Major General Logan's credentials, vast range of skills, and steadfastness will be assets to the Department of Defense. Your Committee therefore recommends that Stephen Logan be appointed to the position of Adjutant General based on his integrity, vigilance, and dedication to protecting the people and resources of the State.
As affirmed by the record of votes of the members of your Committee on Public Safety and Military Affairs that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
