Your Committee on Health and Human Services, to which was referred Governor's Message No. 631, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Koa Woolley for service on the Board of Directors of the Hawaiʻi Health Systems Corporation.
Your Committee received testimony in support of the nomination for the appointment of Koa Woolley from the Board of Directors of the Hawaiʻi Health Systems Corporation and Hawaiʻi Health Systems Corporation Oahu Region.
Upon review of the testimony, your Committee finds that Ms. Woolley's experience, background, and commitment to public service qualify her for appointment to the Board of Directors of the Hawaiʻi Health Systems Corporation as a member residing in the Western Section of the County of Hawaii. Your Committee notes that Ms. Woolley has been serving as the Assistant Vice President and Kona Banking Center Manager for First Hawaiian Bank since 2003, where she has gained extensive leadership experience managing a team of eighteen financial professionals, and an asset size exceeding $500 million. During the course of Ms. Woolley's career, she has gained broad experience and knowledge on the finance sector and how to analyze financial trends and data to offer fiscal guidance. Your Committee further notes that Ms. Woolley has served on the Hawaii Health Systems Corporation West Hawaii Regional Board, and is well-prepared to represent West Hawaii on the corporate board in strategic health care matters that are under development for that community. Your Committee additionally finds that Ms. Woolley has been serving as an interim member of the Board of Directors since 2024 and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that Koa Woolley be appointed to the Board of Directors of the Hawaiʻi Health Systems Corporation based on her knowledge, experience, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
