Your Committee on Housing, to which was referred Governor's Message No. 592, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Lisa Anne Darcy for service on the Board of Directors of the Hawaii Public Housing Authority.
Your Committee received testimony in support of the nomination for the appointment of Lisa Anne Darcy from the Hawaii Public Housing Authority and six individuals.
Upon review of the testimony, your Committee finds that Ms. Darcy's experience and knowledge qualify her for appointment to the Board of Directors of the Hawaii Public Housing Authority as a public member representing Maui County. Ms. Darcy is an experienced human services professional, dedicating over thirty years of her career to support individuals and families with securing housing, mental health care, and employment. Ms. Darcy is the founder of Share Your Mana, Inc., a nonprofit organization dedicated to providing community resources to secure housing, establishing educational pathways, and assisting individuals and families through the legal system. Previously, Ms. Darcy served as Executive Director and Consultant for Hoʻomoana, a private organization dedicated to delivering direct and indirect services to homeless individuals requiring addiction and mental health counseling. Your Committee further finds that Ms. Darcy is an active member of her community, serving as Commissioner for Maui County's Healing Solutions for Homelessness and Women's Coordinator for Ka Ipu Haʻa, which provides weekly mentoring at Maui County Correctional Center. Ms. Darcy also previously served as a member of the Board of Directors of the Hawaii Public Housing Authority (HPHA) from 2015 to 2020. At your Committee's public hearing to consider her nomination, Ms. Darcy stated that she is committed to greater accountability for HPHA through increasing information shared to tenants on prospective and ongoing housing development projects. Your Committee finds that Ms. Darcy understands the roles and responsibilities of board members, and her experience in human services and prior service on the Board of Directors will be an asset to the HPHA. Your Committee therefore recommends that Lisa Anne Darcy be appointed to the Board of Directors of the Hawaii Public Housing Authority based on her experience, knowledge, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
