Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 564, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Rebecca Moore for service on the State Board of Nursing.
Your Committee received testimony in support of the nomination for the appointment of Rebecca Moore from the State Board of Nursing, Hilo Benioff Medical Center, and two individuals.
Upon review of the testimony, your Committee finds that Ms. Moore's experience, knowledge, and desire to serve her community qualify her to be nominated for appointment to the State Board of Nursing (Board) as a registered nurse member from Hawaii County. Your Committee notes that Ms. Moore has worked in health care for over sixteen years. Ms. Moore has been a licensed registered nurse in Hawaii since 2012 and currently works as the Magnet Program Director for Hilo Medical Center, where she develops models of nursing care and professional practice to guide the Medical Center towards Magnet recognition, a distinction awarded to best-in-class nursing organizations worldwide. Prior to this leadership role, Ms. Moore was a stroke and STEMI coordinator and registered nurse III with the progressive care unit. Ms. Moore earned her Bachelor of Science in Nursing in 2010 and Master of Science in Nursing Leadership and Management in 2022. She also received the DAISY Award in 2022 in recognition of her exceptional compassion, skill, and dedication to patient care. Your Committee notes that Ms. Moore served her community as a member with the Hawaii Stroke Coalition from 2021 to 2024 and is familiar with the roles and responsibilities of board members. At your Committee's public hearing to consider her nomination, Ms. Moore testified that her ability to analyze complex health care issues, engage in collaborative decision-making, and advocate for evidence-based solutions would be assets to the Board. Your Committee therefore recommends that Rebecca Moore be appointed to the State Board of Nursing based on her experience, knowledge, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
