Your Committee on Health and Human Services, to which was referred Governor's Message No. 528, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Carol Marx for service on the Health Planning Council, Windward Oahu Subarea.
Your Committee received testimony in support of the nomination for the appointment of Carol Marx from the State Health Planning and Development Agency.
Upon review of the testimony, your Committee finds that Ms. Marx's background and dedication to serving the public qualify her to be appointed to the Health Planning Council, Windward Oahu Subarea. Your Committee notes that Ms. Marx is currently serving as an Advisor for Lift HI Foundation, where she consults and collaborates with community partners to create a hospital nurse aid training program aimed at helping low- to moderate-income individuals secure stable employment. Previously, Ms. Marx served as a leader in the financial industry, including her work as the President and Chief Executive Officer for the Hawaii Credit Union League, Senior Vice President of the Mortgage Banking Division of the Bank of Hawaii, and Vice President and Mortgage Banking Department Manager at First Hawaiian Bank. Your Committee further notes that Ms. Marx has been serving as an interim member of the Health Planning Council, Windward Oahu Subarea and has a thorough understanding of the roles and responsibilities of its members. Your Committee finds that Ms. Marx brings valuable experience in executive leadership, community development, and the financial sector and will enhance the effectiveness of the Council. Your Committee therefore recommends that Carol Marx be appointed to the Health Planning Council, Windward Oahu Subarea based on her knowledge, background, and dedication to public service.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
