RE:    GOV. MSG. NO. 521

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 521, submitting for study and consideration the nomination of:

Commission on Fatherhood

G.M. No. 521

NEEL CHAUHAN,

for a term to expire 06-30-2028,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Neel Chauhan for service on the Commission on Fatherhood.

Your Committee received testimony in support of the nomination for the appointment of Neel Chauhan from the Commission on Fatherhood.

Upon review of the testimony, your Committee finds that Dr. Chauhan's experience, background, and commitment to public service qualify him for appointment to the Commission on Fatherhood.  Your Committee notes that Dr. Chauhan was a practicing family medicine and urgent care physician before moving to the State in 2016, completing more than twelve thousand telemedicine sessions with patients in England and working in hospitals, clinics, and urgent care settings in England and Canada.  Dr. Chauhan is currently the Chief Clinical Operations Officer at Cloudwell Health, where he has led a diverse team of health care professionals to champion the integration of telemedicine and digital health solutions in the State, expanding access to quality health care and increasing patient satisfaction.  Dr. Chauhan also serves as a regional manager overseeing primary care at The Queen's Medical Health Systems.  During the course of his career, Dr. Chauhan's has gained broad experience and knowledge about leading high-impact projects, advocating for better family services, and creating systems that improve well‑being.  Dr. Chauhan is a father himself, who understands the challenges, sacrifices, and rewards that come with raising a child.  Your Committee further notes that Dr. Chauhan has been regularly attending meetings of the Commission on Fatherhood since first expressing his interest in becoming a member in 2023, and has a thorough understanding of the roles and responsibilities of its members.  Your Committee therefore recommends that Neel Chauhan be appointed to the Commission on Fatherhood based on his knowledge, experience, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
