Your Committee on Public Safety and Military Affairs, to which was referred Governor's Message No. 518, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Glenda Nogami Streufert for service on the Hawaiʻi Advisory Council on Emergency Management.
Your Committee received testimony in support of the nomination for the appointment of Glenda Nogami Streufert from the Kauaʻi Emergency Management Agency and one individual.
Upon review of the testimony, your Committee finds that Ms. Streufert's professional experience, background in academia, and service in federal and local government qualify her for appointment to the Hawaiʻi Advisory Council on Emergency Management as a member. Ms. Streufert has served as a professor at the United States Army War College, directed the Department of Defense Senior Executive Leadership Course, and served as an Academic Dean at the Army Management Staff College. Ms. Streufert has also held leadership roles within the United States Immigration and Naturalization Service and the Department of Homeland Security. Your Committee further finds that Ms. Streufert previously served as the head of the County of Kauaʻi Civil Defense Agency prior to its redesignation as the Kauaʻi Emergency Management Agency, and that she provided distinguished service and mentorship in that position. Your Committee therefore recommends that Glenda Nogami Streufert be appointed to the Hawaiʻi Advisory Council on Emergency Management based on her background, experience, and commitment to public safety.
As affirmed by the record of votes of the members of your Committee on Public Safety and Military Affairs that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
