     Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 515, submitting for study and consideration the nomination of:

 

State Boxing Commission of Hawai'i

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by David Padilla for service on the State Boxing Commission of Hawaii.

 

     Your Committee received testimony in support of the nomination for the appointment of David Padilla from the State Boxing Commission of Hawaii and three individuals.

 

     Upon review of the testimony, your Committee finds that Mr. Padilla's experience, background, and commitment to public service qualify him for appointment to the State Boxing Commission of Hawaii.  Your Committee notes that Mr. Padilla currently serves as Police Major in the Army's Directorate of Emergency Services, where he has served for over twenty years.  Mr. Padilla also has extensive experience in business management and operations and is the owner and operator of 5 and 7 Tactical Solutions, LLC.  Mr. Padilla has over twenty years of experience in martial arts and fighting and has served in many roles in the martial arts and combat sports industry, including as a professional mixed martial arts fighter, promoter, professional referee, judge, and corner man in both professional and amateur events.  Your Committee further notes that Mr. Padilla has served as an interim member of the State Boxing Commission of Hawaii since 2024 and has a thorough understanding of the roles and responsibilities of the Commission's members.  Your Committee therefore recommends that David Padilla be appointed to the State Boxing Commission of Hawaii based on his knowledge, experience, and commitment to public service.

 

     As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
