SENATE RESOLUTION

 

 

REQUESTING THE CITY AND COUNTY OF HONOLULU TO ESTABLISH A TOWING AUTHORITY TO MANAGE TOWING SERVICES AND TOWING CONTRACTS ON BEHALF OF THE CITY AND COUNTY.

 

 


WHEREAS, some towing companies under contract with the City and County of Honolulu have been accused of overcharging customers for towing services; and

 

     WHEREAS, in 2023, a company that had an exclusive towing contract with the City and County of Honolulu charged customers $900 for every fifteen minutes of work after the first quarter-hour; and

 

     WHEREAS, greater oversight is needed to ensure fair treatment and reasonable pricing for customers in the State whose vehicles have been towed; and

 

     WHEREAS, towing services and towing contracts would be more efficiently and transparently managed by smaller districts, overseen by a central towing authority; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the City and County of Honolulu is requested to establish a towing authority to manage towing services and towing contracts on behalf of the city and county; and

 

     BE IT FURTHER RESOLVED that the towing authority is urged to divide Oahu into districts and to contract with multiple towing companies to provide towing services for each respective district; and

 

     BE IT FURTHER RESOLVED that the City and County of Honolulu is requested to cancel, where feasible, or to allow to expire, the City and County's existing towing contracts; and

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu and Chair of the Honolulu City Council.
