SENATE RESOLUTION
URGING THE DEPARTMENT OF EDUCATION TO ESTABLISH A PILOT PROGRAM AT EWA BEACH ELEMENTARY SCHOOL THAT PROVIDES ICE CREAM AS A DESSERT OPTION FOR STUDENTS WHO HAVE GOOD ATTENDANCE.
WHEREAS, school attendance is a key factor in student success, directly impacting academic achievement and long-term educational outcomes; and
WHEREAS, positive reinforcement has been shown to be an effective strategy in encouraging consistent attendance among students; and
WHEREAS, fostering a positive school environment and boosting student morale can contribute to a more engaged and enthusiastic student body; and
WHEREAS, Ewa Beach Elementary School has demonstrated a commitment to student well-being and academic excellence, making it an ideal location for a pilot program aimed at improving attendance through positive incentives; and
WHEREAS, the provision of ice cream as a dessert option for students who achieve good attendance may serve as a motivational tool, encouraging students to attend school regularly and participate actively in their education; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Department of Education is urged to establish a pilot program at Ewa Beach Elementary School that provides ice cream as a dessert option for students who have good attendance, with the goal of increasing morale and encouraging consistent school attendance; and
BE IT FURTHER RESOLVED that the Department of Education is requested to monitor the effectiveness of the pilot program and submit a report of its findings, including any recommendations for expansion or modification, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2027; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Superintendent of Education, the Chairperson of the Board of Education, and the Principal of Ewa Beach Elementary School.
