SENATE RESOLUTION
requesting the auditor to conduct a sunrise analysis of lactation consultant licensure.
WHEREAS, although many certain medical care professions require licensure in the State, no licensure requirements exist for lactation consultants; and
WHEREAS, due to its sensitive subject matter, greater regulatory oversight of the lactation consultant industry is necessary; and
WHEREAS, S.B. No. 317, introduced during the Regular Session of 2025, proposes to establish a Board of Lactation Consultants and require lactation consultants to be licensed by the board; and
WHEREAS, section 26H-6, Hawaii Revised Statutes, states that "[n]ew regulatory measures being considered for enactment that, if enacted, would subject unregulated professions and vocations to licensing or other regulatory controls shall be referred to the auditor for analysis"; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Auditor is requested to conduct a sunrise analysis of the licensing of lactation consultants as proposed under S.B. No. 317, which was introduced during the Regular Session of 2025; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the convening of the Regular Session of 2026; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Auditor.
