SENATE CONCURRENT
RESOLUTION
urging the congress of the united states to continue to provide funding and support to the ukrainian military in its defense OF aggression from RUSSIA.
WHEREAS, Ukraine declared independence from the Soviet Union on August 24, 1991; and
WHEREAS, the United States and Ukraine have established diplomatic relations since Ukraine's independence from the Soviet Union; and
WHEREAS, according to the British Broadcasting Company, forty-three thousand Ukrainian soldiers have been killed and three hundred seventy thousand wounded as the war with Russia hits its third year; and
WHEREAS, on February 2025, the United Nations Human Rights Office of the High Commissioner declared that the ongoing conflict has internally displaced 3.7 million people in Ukraine; and
WHEREAS, the United Nations Human Rights Monitoring Mission in Ukraine has verified 30,457 civilian casualties since February 2022, including 10,582 killed and 19,875 injured, with the actual numbers likely to be significantly higher; and
WHEREAS, forty percent of Ukraine's population remains in need of some form of humanitarian assistance; and
WHEREAS, aid provided by the United States to Ukraine has allowed the country to defend itself and launch a counteroffensive to retake territory from Russia, while providing necessary humanitarian relief for Ukraine's population; and
WHEREAS, the United States House of Representatives introduced H.R. Res. 155 (1st Sess. 2025), reaffirming the United States' unwavering support for Ukraine's sovereignty and independence; and
WHEREAS, the Ukrainian government needs continued assistance as soon as possible to allow it to effectively defend itself against Russia and manage this crisis long-term; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the House of Representatives concurring, that the Congress of the United States is urged to continue to provide funding and support to the Ukrainian military in its defense of aggression from Russia; and
BE IT FURTHER RESOLVED that this body affirms the support of and solidarity with the free and independent people of Ukraine; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States, Speaker of the United States House of Representatives, President Pro Tempore of the United States Senate, and members of Hawaii's congressional delegation.
