A BILL FOR AN ACT

RELATING TO STATE ORGANIZATION AND ADMINISTRATION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 26, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

"§26-   Policy and procedures for effecting organizational and functional statement changes; report. (a) Any state executive branch department, office, or other agency shall comply with directive number 19-02, Hawaii Administrative Directives, as extended by directive number 23-01, Hawaii Administrative Directives, when making changes in its organization or functions.

(b) Each state executive branch department, office, or other agency shall submit a report of its compliance pursuant to subsection (a) to the legislature no later than twenty days prior to the convening of the regular session of 2026 and every year thereafter."

SECTION 2. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
