HOUSE RESOLUTION
urgING THE UNITED STATES CONGRESS TO ENACT LEGISLATION to exempt RESIDENTS OF HAWAII from the FEDERAL INCOME TAX.
WHEREAS, the State of Hawaii is geographically isolated from the continental United States, creating unique economic challenges for its residents, including a high cost of living, limited employment opportunities, and reliance on imported goods; and
WHEREAS, Hawaii consistently ranks among the states having the highest cost of living, with residents facing substantial housing, food, and transportation expenses that significantly exceed national averages; and
WHEREAS, the federal income tax places an additional financial burden on Hawaii residents, exacerbating the economic disparities faced by the State's working families, retirees, and small businesses; and
WHEREAS, Alaska and other jurisdictions have received unique federal tax considerations due to their geographic and economic circumstances, setting a precedent for Hawaii to seek similar relief; and
WHEREAS, granting an exemption from federal income tax for residents of Hawaii would alleviate economic hardship, promote financial stability, and foster local economic growth; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the United States Congress is respectfully urged to enact legislation to exempt residents of Hawaii from the federal income tax; and
BE IT FURTHER RESOLVED that Hawaii's congressional delegation is urged to introduce and support federal legislation that provides tax relief specifically for Hawaii residents; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President pro Tempore, Majority Leader, and Minority Leader of the United States Senate; the Speaker, Majority Leader, and Minority Leader of the United States House of Representatives; and each member of Hawaii's congressional delegation.
