HOUSE RESOLUTION

urging the Department of Law Enforcement, City and County of Honolulu, and Honolulu Police Department to partner with local businesses and organizations to create disposal programs for illegal fireworks.

WHEREAS, illegal fireworks use in Hawaii is an ongoing problem throughout the State despite the various local, state, and federal laws governing the manufacture, transportation, distribution, sale, and use of fireworks; and

WHEREAS, the use of illegal fireworks in neighborhoods has substantially increased in recent years, resulting in tragic consequences; and

WHEREAS, the New Year's Eve explosion at a Salt Lake home, caused by illegal fireworks, killed six people and seriously injured twenty others; and

WHEREAS, following this deadly explosion, the Department of Law Enforcement held a fireworks disposal event, which brought in over one thousand three hundred pounds of fireworks from one hundred twenty-one residents; and

WHEREAS, the event allowed people to properly dispose of their fireworks, as it is dangerous to store fireworks at home, and fireworks should not be thrown away in household trash; and

WHEREAS, fireworks disposal programs with designated drop off locations would allow Hawaii residents to safely discard unused fireworks throughout the year and reduce the amount of illegal fireworks in our communities; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Department of Law Enforcement, City and County of Honolulu, and Honolulu Police Department are urged to partner with local businesses and organizations to create disposal programs for illegal fireworks; and

BE IT FURTHER RESOLVED that the United States Bureau of Alcohol, Tobacco, Firearms and Explosives, Department of Law Enforcement, Department of Attorney General, Honolulu Police Department, and Honolulu Fire Department are urged to work together to host a fireworks disposal event on a regular basis; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the United States Bureau of Alcohol, Tobacco, Firearms and Explosives; Director of Law Enforcement; Attorney General; Mayor of the City and County of Honolulu; Chairperson of the Honolulu City Council; Chief of Police of the Honolulu Police Department; and Fire Chief of the Honolulu Fire Department.
