HOUSE RESOLUTION
REQUESTING THE DEPARTMENT OF TRANSPORTATION, DEPARTMENT OF EDUCATION, AND DEPARTMENT OF TRANSPORTATION OF THE COUNTY OF MAUI TO COLLABORATE TO PROPOSE VIABLE SOLUTIONS TO IMPROVE PEDESTRIAN AND TRAFFIC SAFETY AND RELIEVE TRAFFIC CONGESTION AROUND HAIKU ELEMENTARY SCHOOL.
WHEREAS, Haiku Elementary School is a public educational institution providing pre-kindergarten through grade five curriculum, serving a significant number of students and families on Maui's north coast; and
WHEREAS, traffic congestion around Haiku Elementary School, particularly during school drop-off and pick-up times, has become a growing concern, impacting the safety of students and efficiency of traffic flow in the area; and
WHEREAS, pedestrian and vehicle safety concerns, including the need for safer crosswalks, better signage, improved routing, and more efficient traffic management, have been raised by parents, teachers, and community members; and
WHEREAS, the Department of Transportation, Department of Education, and Department of Transportation of the County of Maui are key stakeholders with the expertise to address these issues; and
WHEREAS, collaborative efforts between these departments are necessary to develop comprehensive solutions that will improve traffic safety and reduce congestion around Haiku Elementary School; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Department of Transportation, Department of Education, and Department of Transportation of the County of Maui are requested to collaborate to propose viable solutions to improve pedestrian and traffic safety and relieve traffic congestion around Haiku Elementary School; and
BE IT FURTHER RESOLVED that the Department of Transportation, Department of Education, and Department of Transportation of the County of Maui are requested to:
(1) Assess the current traffic patterns and identify areas for improvement;
(2) Explore infrastructure changes such as additional signage, signals, and pedestrian crossings;
(3) Develop plans to better manage vehicle and pedestrian flow during school drop-off and pick-up times;
(4) Review potential modifications to bus routes, road and curb space, and school parking areas to alleviate congestion; and
(5) Consult with community members, including parents, school officials, and residents, to incorporate their feedback into the proposed solutions; and
BE IT FURTHER RESOLVED that the Department of Transportation, in consultation with the Department of Education and Department of Transportation of the County of Maui, is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than thirty days prior to the convening of the Regular Session of 2026; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, Chairperson of the Board of Education, Superintendent of Education, and Director of Transportation of the County of Maui.
