HOUSE RESOLUTION
requesting the legislative reference bureau to review all reports required to be submitted to the legislature and make recommendations on which reports should be discontinued.
WHEREAS, reports to the Legislature can provide crucial information and analysis to legislators and better inform them on the initiatives of executive agencies and the Judiciary; and
WHEREAS, certain reporting requirements remain in statute even though the reports may no longer be necessary for various reasons, including that programs on which the reports are focused no longer exist or that there is little to no new information gathered between report submissions; and
WHEREAS, pursuant to section 23G-5, Hawaii Revised Statutes, the Legislative Reference Bureau is tasked with developing a system to track and monitor the submission of reports to the Legislature by executive agencies and the Judiciary; and
WHEREAS, the Legislative Reference Bureau can use this system to help determine which reports to the Legislature should be discontinued; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Legislative Reference Bureau is requested to review all reports required to be submitted to the Legislature and make recommendations on which reports should be discontinued; and
BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the Regular Session of 2026; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of the Legislative Reference Bureau.
