HOUSE OF REPRESENTATIVES

H.C.R. NO.

169

THIRTY-THIRD LEGISLATURE, 2025

STATE OF HAWAII

HOUSE CONCURRENT

RESOLUTION

URGING THE HAWAII STATE LEGISLATURE TO ESTABLISH A STATE DEPARTMENT OF GOVERNMENT EFFICIENCY.

WHEREAS, in a recent Harvard CAPS/Harris Poll seventy-seven per cent of voters said a full examination of all government expenditures is necessary; and

WHEREAS, in the same poll, eighty-three per cent of voters favored reducing government expenditures over increasing taxes; and

WHEREAS, state income tax cuts are projected to cost the state of Hawaii $5.6 billion in revenue by 2031, requiring an unprecedentedly careful use of funds; and

WHEREAS, with a wide scope and scale of government projects, it is vital that every taxpayer dollar is used efficiently; and

WHEREAS, there have been countless instances of the state government’s inefficient use of funds in recent history, making a department dedicated to investigating wasteful spending an important, though currently neglected duty, to all Hawaii taxpayers; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the Senate concurring, that the Hawaii State Legislature is urged to create a State Department of Government Efficiency; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Lieutenant Governor, and members of the Thirty-third Legislature of the State of Hawaii.
