HOUSE CONCURRENT

RESOLUTION

urging the united states environmental protection agency to provide federal assistance for the city and county of honolulu's wastewater treatment infrastructure improvements.

WHEREAS, upgrading wastewater infrastructure is a vital investment in Honolulu's future; and

WHEREAS, the Mayor and Department of Environmental Services of the City and County of Honolulu recently announced a $174 million infrastructure project aimed at upgrading in-vessel bioconversion facilities at the Sand Island Wastewater Treatment Plant; and

WHEREAS, the Sand Island Wastewater Treatment Plant is the State's largest wastewater treatment plant, and the in-vessel bioconversion upgrade project is expected to be completed by October 2028; and

WHEREAS, the enhancements will improve the efficiency and capacity of the Sand Island Wastewater Treatment Plant and support the city's growth and development, and with the new anaerobic digesters and sludge storage tanks, the plant will be better equipped to manage increased waste volumes, contributing to a cleaner and healthier environment for Honolulu's residents; and

WHEREAS, in November 2021, the Infrastructure Investment and Jobs Act, P.L. 117-58, also known as the "Bipartisan Infrastructure Law", directed $1.2 trillion of federal funds toward transportation, energy, and climate infrastructure projects, most of which are distributed via state and local governments; and

WHEREAS, the Bipartisan Infrastructure Law invested more than $50 billion of water infrastructure investments through the United States Environmental Protection Agency's water infrastructure programs; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the Senate concurring, that the United States Environmental Protection Agency is urged to provide federal assistance through its Clean Water State Revolving Funds for the City and County of Honolulu's wastewater treatment infrastructure improvements; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to each member of Hawaii's Congressional Delegation; the Administrator of the United States Environmental Protection Agency; the Mayor of the City and County of Honolulu; and Director of the Department of Environmental Services of the City and County of Honolulu.
