RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS. Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2030, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2045 and interim standards. Takes effect 1/1/2060. (SD2)

RELATING TO NUMBER PLATES. Requires each number plate issued on or after 1/1/2025 to include an 'okina in the word "Hawai'i". Authorizes the use of all uppercase letters, all lowercase letters, or initial capital letters for the words "Hawai'i" and "Aloha State" in motor vehicle number plates. Limits application of special number plates for environmental conservation to electric vehicles. Specifies that the design for special number plates for environmental conservation does not require the words "Aloha State". (SD2)

RELATING TO WORKERS' COMPENSATION. Authorizes certain types of radiographical coverage and specialist consultations without a treatment plan within the context of workers' compensation coverage for employees with cervical and lumbar spinal injuries, or suspected cervical and lumbar spinal injuries. Takes effect 7/1/2050. (SD1)

RELATING TO VALUE-ADDED PRODUCTION. Requires the Department of Health to amend the definition of "homemade food products" in its administrative rules on food safety and adopt certain rules regarding the sale and delivery of homemade food products. Takes effect 7/1/3000. (SD2)

RELATING TO INSPECTIONS ON PUBLIC LAND. Establishes a statutory framework for inspections of public land leases or licenses by the Department of Land and Natural Resources, including by third-party inspectors contracted by the Department. (SD2)

RELATING TO LAND USE. Increases the fines for violations of land use laws. Imposes enhanced fines for developers and owners of important agricultural lands who repeatedly use the lands for unintended purposes. Effective 7/1/3000. (SD1)
