RELATING TO TAXATION. Extends the period in which a county may adopt a surcharge on state tax, under certain conditions. Authorizes the use of the surcharge revenues for affordable and workforce housing infrastructure. Allows the counties to use surcharge revenues for housing infrastructure, including roadways, water, and sewer. (SD1)

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES. Renames the position of state Chief Information Officer as the Chief Information Officer and Deputy Comptroller. Specifies that the Chief Information Officer and Deputy Comptroller shall be appointed by, and shall report to, the Comptroller. Effective 7/1/2050. (SD2)

RELATING TO CRIME. Clarifies that the secured areas appurtenant to a building, including a multi-unit building, are included as dwellings for the purposes of prosecuting offenses under chapter 708, HRS. Allows the owner of the building, an owner of an individual unit of the building, a property manager, or an authorized representative of the condominium association to act as a complainant for the purpose of investigating and prosecuting a burglary in the first degree in a multi-unit building. RELATING TO EXPUNGEMENT OF CRIMINAL RECORDS. Establishes the Clean Slate Expungement Task Force to develop a state-initiated record clearing program. Requires the Task Force to submit reports to the Legislature. (SD1)
