RELATING TO EDUCATION.

Requires all private schools to develop and implement comprehensive action plans for the management of anaphylaxis in their respective schools, including administration of auto-injectable epinephrine.  Establishes certain immunity from liability for designated private school employees and agents who administer auto-injectable epinephrine during emergencies.

RELATING TO EDUCATION.

Requires all public schools to implement universal screenings for students in kindergarten through third grade to identify and support students who are at risk of dyslexia and other learning disabilities.

RELATING TO MEDICAL TRANSPORTATION.

Establishes within the Department of Health a 2-year pilot project to charter flights from rural islands to an urban island to provide rural island residents with reliable transportation to medical care on urban islands and to transport medical service providers from an urban island to a rural island.  Declares that the general fund appropriation will breach the expenditure ceiling.  Appropriates funds.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO INVASIVE SPECIES.

Appropriates funds to the Department of Transportation for the coordinated removal of albizia and other invasive trees.  Requires matching funds from public utilities.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the Public Utilities Commission to establish reliability standards and interconnection requirements for the Hawaii electric system.  Establishes system resilience as a metric that is monitored and considered by the Commission.  Requires the Commission to collect the Hawaii electricity reliability surcharge and provides that the surcharge may be transferred to the Commission for the purpose of its duties.  Requires the Commission to contract for the performance of certain of its functions with a Hawaii Electricity Reliability Administrator.
