RELATING TO WILDFIRE PREVENTION. Appropriates funds to the department of land and natural resources to develop a native plant nurseries and seed bank initiative program. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Establishes the Panaewa Community Development District to allow for planning, development, and maintenance of public lands in Panaewa, Hawaii. Amends membership of the Hawaii Community Development Authority to include representatives of the Panaewa Community Development District. Effective 7/1/3000. (HD2)

RELATING TO CAMPS. Allows overnight camps in operation prior to January 1, 1961, to be regulated via the special permit process. Effective 7/1/3000. (HD1)

RELATING TO HISTORIC PRESERVATION. Amends the definition of "historic property" used in historic preservation laws to only include property listed on the Hawaii or National Register of Historic Places or built before 8/21/1959. Require historic review for proposed projects on existing privately-owned single-family detached dwelling units or townhouses only if the unit or townhouse is historic property. Effective 7/1/3000. RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Authorizes the Hawaii Community Development Authority to render services to and assist state and county agencies upon request. Effective 7/1/3000. (HD1)

RELATING TO TRANSIT-ORIENTED DEVELOPMENT PLANNING. Replaces the Director of Law Enforcement with the Director of Corrections and Rehabilitation on the Hawaii Interagency Council for Transit-Oriented Development. Effective 7/1/3000. (HD1)

RELATING TO RENT CREDITS FOR DEMOLITION AND INFRASTRUCTURE COSTS ON PUBLIC LAND LEASES. Repeals the sunset provision of Act 222, Session Laws of Hawaii 2021, to permanently allow the Board of Land and Natural Resources to approve rent credits for demolition and infrastructure costs for public land leases. Effective 7/1/3000. (HD1)

RELATING TO INSPECTIONS ON PUBLIC LAND. Establishes a statutory framework for inspections of public land leases, licenses, and revocable permits by the Department of Land and Natural Resources, including by third-party inspectors contracted by the Department. Effective 7/1/3000. (HD2)

RELATING TO CONSERVATION MITIGATION PROGRAMS. Authorizes the Department of Land and Natural Resources to operate and approve conservation bank and conservation in-lieu fee mitigation programs. Effective 7/1/3000. (HD2)

RELATING TO LAND USE. Increases the fines for violations of land use laws. Imposes enhanced fines for developers and owners of important agricultural lands who repeatedly use the lands for unintended purposes. Effective 7/1/3000. (HD1)
