RELATING TO STATE BOATING FACILITIES. Establishes a state boating facility lease pilot program within the Department of Land and Natural Resources to lease one state small boat harbor for private development, management, maintenance, and operation in a county with a population of less than 900,000. Repeals provisions related to the leasing of fast lands and submerged lands of the Ala Wai boat harbor. Repeals on 6/30/2044.

RELATING TO OCEAN RECREATION. Clarifies that violation of part I of chapter 200, HRS, relating to ocean recreation and coastal areas, or any rules adopted thereunder shall be subject to criminal penalties.

RELATING TO PORT INFRASTRUCTURE. Requires the Department of Land and Natural Resources to create a strategic plan for maintenance dredging of harbors and port locations. Requires a report to the Legislature. Makes an appropriation.

Beginning 1/1/2025, requires rental kayaks to be registered and numbered with the Department of Land and Natural Resources and have the identification number affixed to the rental kayak. Requires the Department to establish fees for registration and registration renewal of rental kayaks.

RELATING TO MARINE LIFE CONSERVATION DISTRICTS. Requires the Department of Land and Natural Resources to establish and conduct the Marine Life Conservation District Carrying Capacity Program. Requires the Department of Land and Natural Resources to submit reports to the Legislature and adopt administrative rules. Makes an appropriation.

RELATING TO BEACH PARK RESTORATION. Appropriates funds for a grant-in-aid to the County of Hawaii to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the County of Hawaii. Conditions the appropriations on the County of Hawaii's contribution of matching funds.

RELATING TO RESTORATION OF BEACH LANDS. Amends the definition of "beach restoration" used in laws governing the Board of Land and Natural Resources' powers to engage in beach restoration to include activities undertaken to improve eroded beaches and degraded dune systems and to remove abandoned and remnant manmade materials that pose a risk to the health of the public and ecosystem.

RELATING TO FISHPONDS. Requires the Board of Land and Natural Resources to create a standard lease application and programmatic environmental impact statement to streamline the process for leasing government-owned Hawaiian fishponds. Appropriates funds.

RELATING TO THE PACIFIC MARINE FISHERIES COMPACT. Authorizes the Governor to execute a compact on behalf of the State to cooperate in the Pacific States Marine Fisheries Commission. Establishes procedures for selection and succession of commissioners.

RELATING TO AQUATIC RESOURCES. Prohibits any law, ordinance, or rule from establishing restrictions on the type of gear used for subsistence fishing.

RELATING TO THE TAKING OF MARINE DEPOSITS. Authorizes the Department of Land and Natural Resources to approve permits for research, education, management, or propagation purposes that include the taking of sand, dead coral, coral rubble, rocks, soil, and other marine deposits seaward of the shoreline.
