The Legislature is accepting written, videoconference, and in-person testimony at public hearings.

RELATING TO HISTORIC PRESERVATION. Appropriates funds for four full-time equivalent (4.0 FTE) archaeologist positions and one full-time equivalent (1.0 FTE) historic preservation specialist position within the Department of Accounting and General Services. Requires the Department of Accounting and General Services to collaborate with the State Historic Preservation Division. Declares that the general fund expenditure ceiling is exceeded.

RELATING TO THE TRANSFER OF LAND. Temporarily transfers certain lands in West Maui to the Department of Accounting and General Services.

RELATING TO HOUSING. Allows residential uses in areas zoned for commercial to be considered permitted as long as the residential use is limited by ordinance to floors above the ground floor of a building or structure and development standards are met, but exempts areas zoned under chapter 206E, HRS, relating to the Hawaii Community Development Authority. Requires each county to adopt ordinances that allow for adaptive reuse of existing commercial buildings in the county's building codes. Effective 1/1/2026.
