RELATING TO MOPED INSURANCE.

Requires that moped operators carry an insurance policy by incorporating mopeds into the insurance laws governing motorcycles and motor scooters, including with respect to provisions concerning required licensure, the relationship with tort law, proof of insurance card, penalties, rate regulation, and minimum coverage levels.  Makes conforming amendments.  Effective 7/1/3000.  (HD2)

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Authorizes the Department of Transportation to acquire, including by condemnation, any real, personal, or mixed property for immediate or future use and own, hold, improve, rehabilitate, sell, assign, exchange, transfer, convey, lease, or dispose of the property acquired.  Amends the definition of "public lands" to exclude lands to which the Department of Transportation holds title.  Authorizes the Department of Transportation to directly acquire any real property for its purposes.  Effective 7/1/3000.  (HD2)

RELATING TO DRIVING WHILE INTOXICATED.

Requires the Director of Transportation to convene an intoxicated driving reduction working group, under the leadership of Hawaii's strategic highway safety plan, to make recommendations for amendments to existing laws to reduce incidents of intoxicated driving.  Effective 7/1/3000.  (HD2)

Increases fines for violations of certain traffic laws and required motor vehicle insurance minimums.  Establishes minimum and maximum sentences for persons convicted of violations of certain traffic laws.  Amends the minimum liability coverage thresholds to unspecified amounts.  Effective 7/1/3000.  (HD1)

RELATING TO FUNDING ADJUSTMENTS FOR STATE PROGRAMS.

Adjusts funding for Department of Transportation programs to pay for anticipated operating shortfalls due to the limited ability to transfer funds between programs.  Effective 7/1/3000.  (HD1)

RELATING TO MOTOR VEHICLES.

Increases the penalty for a third or subsequent offense involving the unauthorized driving or operation of motor vehicles to a class C felony.  Authorizes the court, as part of the person's sentencing for the third or subsequent offense, to order that the vehicle used by the person in the commission of the offense be subject to forfeiture.  Effective 1/1/3000.  (HD2)
