RELATING TO EXCESSIVE NOISE. Amends the appropriation for fiscal year 2024-2025 for the Noise Traffic Pilot Program of the department of transportation.

RELATING TO NOISE POLLUTION. Establishes a separate prohibition on driving motor vehicles having noisy mufflers on public highways in high-density areas. Authorizes police officers to conduct examinations and inspections of motor vehicle mufflers in high-density areas. Establishes separate fines for mopeds having noisy exhaust pipes or mufflers that are driven in high-density areas. Defines "high-density areas".

RELATING TO TRANSPORTATION. Renames and expands the scope of the Electric Bicycle and Electric Moped Rebate Program to the Electric Mobility Rebate Program. Increases the potential rebate amount.

RELATING TO MOPEDS. Establishes a fee on the sale of new combustion engine-powered mopeds. Requires that all fees collected from the sale of combustion engine-powered mopeds be deposited into the Electric Moped Rebate Program Special Fund.

RELATING TO NUMBER PLATES. Requires license plates to include okinas. Authorizes the use of all uppercase letters, all lowercase letters, or initial capital letters in motor vehicle license plates.

RELATING TO DRIVER LICENSING. Requires driver's license examination to test the applicant's knowledge of the dangers that larger motor vehicles present to pedestrians. Requires offenders who are found to be excessively speeding or driving while intoxicated to retake and pass their driver's license examination for each offense.

RELATING TO TRANSPORTATION. Changes the penalties for violations of certain traffic laws and required motor vehicle insurance minimums.

RELATING TO TRANSPORTATION. Requires the Department of Transportation to select multiple certified vendors to install ignition interlock devices.

RELATING TO INTOXICATING LIQUOR. Prohibits any person convicted of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant from purchasing or publicly consuming alcohol for a certain period.
