RELATING TO UNFAIR LABOR PRACTICES. Makes it unlawful for an employer to discharge, discipline, or otherwise penalize or threaten any adverse employment action against an employee because the employee declines to attend or participate in an employer-sponsored meeting that communicates the opinion of the employer about political matters, or declines to receive or listen to a communication from the employer that communicates the opinion of the employer about political matters. Defines "employee" and "political matters". Effective 7/1/3000. (HD1)

RELATING TO TRAFFIC SAFETY. Requires vehicles traveling ten miles per hour or more below the posted speed limit on a two-lane highway, behind which five vehicles are formed in a line, to pull over where possible to let the trailing vehicles proceed when passing is unsafe. Effective 7/1/3000. (HD1)

RELATING TO ACCESS TO LEARNING. Repeals the sunset date for the exemption of laboratory school programs of the Hawaiian language college at the University of Hawaii at Hilo from state English-medium standards, assessments, performance ratings, staff qualifications, and staff training requirements. RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Amends the deadline related to the repair of conditions that constitute health or safety violations. Increases the amount deducted from a tenant's rent for the tenant's actual expenditures to correct health or safety violations and defective conditions. Effective 7/1/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
