RELATING TO EXPUNGEMENT. Creates a state-initiated process to expunge records of arrests and convictions for the offense of promoting a detrimental drug in the third degree at no cost to the record holder. Requires the Hawaii Criminal Justice Data Center to submit biannual reports to the Legislature until all eligible records are expunged. Effective 7/1/3000. (HD1)

RELATING TO THE OFFICE OF THE PUBLIC DEFENDER. Appropriates funds for deputy public defender positions within the Office of the Public Defender and requires that one of the positions be assigned to the family court section. Effective 7/1/3000. (HD2)

RELATING TO THE PENAL CODE. Requires the Judicial Council to conduct a comprehensive review of the Hawaii Penal Code and to recommend proposed changes. Requires the Judicial Council to appoint an advisory committee to assist in the review, and allows the Council to also appoint a reporter and other staff as necessary. Requires the advisory committee to report to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO STATE TAX ADMINISTRATION. Repeals an obsolete fee for a certified copy of a tax clearance. Adds a penalty for failure to comply with reporting requirements under general excise tax law and transient accommodations tax law for collection of rent by a third party. Raises the unfair competition penalty under general excise tax law to adjust for inflation. Effective 1/1/3000. (HD1)

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3 OF THE HAWAII STATE CONSTITUTION TO INCREASE THE MANDATORY RETIREMENT AGE FOR STATE JUSTICES AND JUDGES. Proposes a constitutional amendment to increase the mandatory retirement age for state justices and judges from seventy years to seventy-five years. Effective 7/1/3000. (HD1)
