RELATING TO OPEN MEETINGS. Provides a specific right of action to challenge decisions of the Office of Information Practices relating to the State's open meetings law. Aligns the enforcement mechanisms for the State's open meetings law with the State's Uniform Information Practices Act. Effective 7/1/3000. (HD1)

RELATING TO THE STATE BUILDING CODE. Requires that the adoption, amendment, or update of the International Building Code and International Residential Code by the State Building Code Council be within two years of every other official publication date of the applicable code or standard. Provides that if a county does not amend the Hawaii State Building Codes within the required two-year time frame, the Hawaii State Building Codes will become applicable as the interim county building code, until superseded by the adoption of an amended version of the Hawaii State Building Codes or standards by the county. Effective 7/1/3000. (HD2)

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES. Permits DAGS to employ certain persons within the comptroller's office that are exempt from civil service and collective bargaining. Effective 7/1/3000. (HD1)

Please go to the Legislature's website, https://www.capitol.hawaii.gov, to submit written testimony at least 24 hours prior to the hearing. Create a free account on the website, or sign in to an existing account, then click on the "Participate" drop down menu and select the "Submit Testimony" option to get started. While submitting your written testimony, you will be prompted to indicate if you would also like to testify at the hearing in-person or remotely via videoconference.
Please note the following:
· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 2 minutes each.
