RELATING TO RENEWABLE ENERGY. Eliminates biomass from the renewable portfolio standard definition of "renewable energy".

RELATING TO AN ATMOSPHERIC CARBON CAPTURE PLANT. Directs the Hawaii State Energy Office, in conjunction with the Hawaii Natural Energy Institute, to develop and submit a strategy report to the Legislature by 2026 for the construction of at least one atmospheric carbon capture plant in the State by 2029.

RELATING TO TAXATION. Amends the environmental response, energy, and food security tax to address carbon emissions. Incrementally increases the tax rate over time. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Requires reports to the Legislature.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Clarifies that the Natural Energy Laboratory of Hawaii Authority's duties include supporting aquaculture.

RELATING TO GREENHOUSE GAS EMISSIONS. Requires the Hawaii state energy office to adopt rules governing a clean fuel standard for gasoline and diesel in the State.

RELATING TO FOOD SUPPLY. Requires the Department of Business, Economic Development, and Tourism to identify sites throughout the State that are suitable for the development of slaughterhouses. Requires the Agribusiness Development Corporation to plan, design, construct, and operate certain animal slaughterhouses throughout the State. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO AGRICULTURE. Requires the Agribusiness Development Corporation to develop a program to educate and assist farmers and ranchers in the process of transitioning agricultural businesses to new owners. Requires the program to connect individuals interested in entering farming or ranching, or existing farmers or ranchers interested in expanding their business, with farmers and ranchers who have not yet identified a successor owner. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO THE COUNTY OF MAUI. Authorizes the Director of Finance to issue general obligation bonds to the Agribusiness Development Corporation for the upgrade of South and West Maui's R-1 water delivery systems, and the upgrade of certain water reservoirs located in the forest watershed areas of South and West Maui. Requires the Agribusiness Development Corporation to collaborate with the Department of Land and Natural Resources, County of Maui, and private land owners, as necessary. Appropriates moneys.
