RELATING TO WASTEWATER SYSTEMS. Establishes a 3-year new wastewater system demonstration pilot program within the University of Hawaii Sea Grant College Program to examine and demonstrate new wastewater and cesspool technology systems; implement those technologies in demonstration projects in areas across the State that are identified as priority level 1 in the 2021 Hawaii Cesspool Hazard Assessment and Prioritization Tool Report; and establish similar prioritization categories for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Sea Grant College Program to submit annual interim reports and a final report to the Legislature. Establishes positions. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025. Makes appropriations. Effective 7/1/2050. (SD2)

RELATING TO GEOTHERMAL ENERGY EXPLORATION. Appropriates moneys to the Hawaii Technology Development Corporation for geothermal energy exploration. Requires surface and subsurface exploration and community outreach. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Effective 1/1/2060. (SD2)

RELATING TO WATER QUALITY. Requires the Department of Health to require continued water testing during brown water advisories under certain circumstances. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 12/31/2050. (SD1)

RELATING TO PUBLIC UTILITIES. Prohibits the Public Utilities Commission from approving the sale of a public utility, in whole or in part, to a private entity, unless the public utility being offered for sale demonstrates that it solicited competitive offers from an entity operating under a non-investor-owned utilities ownership model, and notes whether or not non-investor-owned entities submitted acceptable bids, in any application to the PUC requesting authorization for a sale of the public utility. Takes effect 7/1/2040. (SD1)

RELATING TO PUBLIC UTILITIES. Requires each electric utility to have a risk-based wildfire protection plan, which shall be filed with and approved by the Public Utilities Commission. Takes effect 4/14/2112. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
