RELATING TO OUT-OF-STATE PRESCRIPTIONS. Authorizes out-of-state pharmacists to transfer prescription information for the initial fill of a prescription.

RELATING TO COMBAT SPORTS. Establishes a new regulatory framework for combat sports contests in Hawaii by renaming the existing Boxing Commission of Hawaii as the Combat Sports Commission of Hawaii, expanding the Commission's jurisdiction to include all combat sports, and repealing existing law governing mixed martial arts contests in Hawaii. Takes effect 7/1/2040. (SD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires the Public Utilities Commission to consider the short-term and long-term retention and creation of local jobs in its review of electric utility performance. Takes effect 7/1/2040. (SD1)

RELATING TO UNLICENSED CONTRACTORS. Makes it unlawful for an unlicensed contractor to offer or perform repairs or improvements to a residential or nonresidential structure or property, or add to or subtract from grounds in connection with the structure or property, for damage or destruction caused by a natural disaster for which a state of emergency or disaster is proclaimed by the Governor. Requires violations to be punished by a fine of not more than $10,000, imprisonment up to one year, or both, in addition to all other remedies or penalties.

RELATING TO INSURANCE. Amends various sections of chapter 431, article 11, HRS, to adopt revisions to the National Association of Insurance Commissioners Model No. 440, Insurance Holding Company System Regulatory Act. Takes effect 7/1/2040. (SD1)

RELATING TO MOTOR CARRIERS. Transfers the jurisdiction of enforcement of the Motor Carrier Law from the Public Utilities Commission to the Department of Transportation. Makes conforming amendments. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 1/1/2050. (SD2)

RELATING TO ARREST PHOTOGRAPHS. Prohibits commercial website operators from publishing mugshots. Establishes exemptions.

RELATING TO PRIVACY. Adds definitions of "identifier" and "specified data element" and amends the definition of "personal information" for the purposes of notifying affected persons of data and security breaches under existing state law that governs the security breach of personal information. Includes licensees subject to the Insurance Data Security Law, article 3B, chapter 431, Hawaii Revised Statutes, among the businesses deemed compliant with security breach notice requirements under existing state law. Takes effect 7/1/2040. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
