RELATING TO CONSUMER PROTECTION. Establishes a timeline by which roasted coffee, instant coffee, and ready-to-drink coffee beverages that use a geographic origin in labeling or advertising are required to contain a certain per cent coffee by weight from that geographic origin.

RELATING TO PROFESSIONAL ENGINEERS. Clarifies that plan review of electrical, plumbing, and building plans, is considered lawful experience in engineering work.

RELATING TO LIQUOR LICENSES. Provides that the Liquor Commission or other licensing agency of each county shall deny the renewal of certain current liquor licenses upon receipt of sufficient protests.

RELATING TO THE HAWAII PROPERTY INSURANCE ASSOCIATION. Requires the Hawaii Property Insurance Association to post information about its board members and an annual report on its website.

RELATING TO RAW MILK. Authorizes and decriminalizes the sale of raw milk, raw milk products, and raw milk dairy products directly from producers to consumers for human consumption, subject to certain restrictions. Authorizes the sale of raw goat milk for pet consumption. Establishes labeling requirements. Requires the Board of Agriculture and Department of Health to adopt rules no later than 7/1/2025. RELATING TO PESTICIDES. Replaces representatives from the sugar and pineapple industries with representatives of the coffee and diversified agriculture industries on the Advisory Committee on Pesticides. Effective 7/1/3000. (HD1)

RELATING TO AGRICULTURAL PRODUCT LABELING. Establishes certain standards for agricultural products labeled as being Hawaiian or from Hawaii. Effective 7/1/3000. (HD1)

RELATING TO BUILDING CODES. Clarifies that no state or county building code shall prohibit the use of a substitute refrigerant allowed by the Environmental Protection Agency if the applicable equipment is listed and installed in compliance with the latest safety standards. Requires the State Building Code Council, when it adopts, amends, or updates the Hawaii State Building Codes, to establish codes and standards that are consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons. Effective 7/1/3000. (HD1)

RELATING TO THE STATE BUILDING CODE. Requires that the adoption, amendment, or update of the International Building Code and International Residential Code by the State Building Code Council be within two years of every other official publication date of the applicable code or standard. Provides that if a county does not amend the Hawaii State Building Codes within the required two-year time frame, the Hawaii State Building Codes will become applicable as the interim county building code, until superseded by the adoption of an amended version of the Hawaii State Building Codes or standards by the county. RELATING TO AFFORDABLE HOUSING DEVELOPMENT. Extends the deadline for a county's legislative body to take action on an affordable housing project from forty-five days to sixty days. Effective 7/1/3000. (HD1)

RELATING TO TELECOMMUNICATIONS. Requires, as a condition for the issuance of a permit, a wireless telecommunications carrier to maintain emergency backup power for a minimum of eight hours. Effective 7/1/3000. (HD1)

RELATING TO THE ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM. Clarifies who may access information stored in the electronic prescription accountability system. Effective 7/1/3000. (HD1)

RELATING TO COMMERCIAL OCEAN ACTIVITY. Includes advertisements and offers in the definition of "commercial activity" as used in the state boating laws. Provides that advertisements or offers for commercial activity are prima facie evidence that the owner disseminated or directed dissemination of such advertisements or offers and the commercial activity is operated at the location advertised or offered. RELATING TO HARBOR SAFETY. Requires that the securing of mooring lines from vessels requiring tug assistance to commercial docks, wharves, piers, quays, and landings be performed by a stevedoring company. Defines "stevedoring company." Exempts, under certain circumstances, vessels operating on behalf of an authorized intrastate or transpacific water property carrier holding a certificate of public convenience and necessity issued under section 271G-10, HRS. Sunsets on 7/1/2028. Effective 7/1/3000. (HD1)

RELATING TO AUTOMATIC RENEWALS. Expands the law governing automatic renewal clauses to contracts with specified terms of one month or more and that renew for specified terms of one month or more.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
