RELATING TO THE HAWAII NONPROFIT CORPORATIONS ACT. Makes the quorum and voting requirements of the Hawaii Nonprofit Corporation Act inapplicable to planned community associations and condominiums.

RELATING TO PLANNED COMMUNITY ASSOCIATIONS. Clarifies that the deadline for proxy votes to be delivered to the Secretary for association meetings is 4:30 p.m. Hawaii-Aleutian Standard Time. Clarifies that any owner seeking nomination to the Association Board and wanting to receive proxy votes can submit a statement of qualifications that shall not exceed one single-sided eight and one-half inches by eleven inches page. Provides flexibility for an owner seeking nomination to the Association Board to provide an Internet Statement of Qualification.

RELATING TO CONDOMINIUMS. Specifies the procedure for condominium association meetings conducted in person and electronically. Clarifies the procedure for electronic, machine, or mail voting.

RELATING TO CONDOMINIUMS. Clarifies that, in condominium elections, cumulative voting rights apply to all candidates regardless of whether they are nominated. Clarifies that individual votes are used in cumulative voting.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Requires landlords to change or rekey all locks to a residential property before the tenant's date of initial occupancy for any lease period of six months or longer. Provides a grace period of thirty days after the tenant's date of initial occupancy.

RELATING TO WILDFIRE RISK MITIGATION. Creates a process for electric utilities to develop and submit wildfire protection plans to the Public Utilities Commission for approval and allow the recovery of related costs and expenses through securitization, while avoiding a disproportionate impact on a specific ratepayer or county. Effective 7/1/3000. (HD1)

RELATING TO TRANSIENT ACCOMMODATIONS. Requires transient accommodations brokers and any other persons or entities to offer, list, advertise, or display a transient accommodations rental rate that includes all resort fees required for the furnishing of transient accommodations. Requires transient accommodations brokers and any other persons or entities to include all applicable taxes and fees imposed by a government on the stay in the total price to be paid before the consumer reserves the furnishing of transient accommodations. Establishes penalties. Effective 1/1/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
