RELATING TO AGRICULTURE. Appropriates moneys to the Department of Agriculture for the planning and construction of a new inspection, quarantine, and incineration facility on the island of Maui. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO RENEWABLE FUEL. Establishes a tax credit for the import of renewable fuel. Updates the renewable fuels production tax credit.

RELATING TO AGRICULTURE. Establishes a Plant-Based Building Materials Working Group to report on how best to grow plants and develop plant-based building materials in Hawaii and provide economic development and green jobs while sequestering greenhouse gases to help achieve the State's climate target.

RELATING TO AGRICULTURE. Establishes the Hawaii Agricultural Investment Program within the Agribusiness Development Corporation to support local agricultural producers. Requires annual reports. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds for program and positions.

RELATING TO THE IMPORTATION OF PLANTS AND ANIMALS. Allows the State of Hawaii Plant and Animal Declaration Form to be distributed, completed, and transmitted electronically.

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 2 minutes each.
