SENATE CONCURRENT
RESOLUTION
requesting the hawaii climate change mitigation and adaption commission to develop vehicle miles traveled reduction strategies and make related recommendations.
WHEREAS, decreasing transportation-related emissions is essential to achieving the State's greenhouse gas reduction goals; and
WHEREAS, the Hawaii Climate Change Mitigation and Adaption Commission found that vehicle miles traveled is an important measurement to track the State's efforts on greenhouse gas reduction; and
WHEREAS, current strategies to mitigate vehicle miles traveled in the State are ineffective; and
WHEREAS, vehicle miles traveled have increased almost forty percent over the last twenty-five years and, without intervention, are projected to continue to increase; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Hawaii Climate Change Mitigation and Adaption Commission is requested to:
(1) Develop vehicle miles traveled strategies;
(2) Recommend a statewide vehicle miles traveled reduction target;
(3) Recommend benchmarks for, and evaluate progress toward, the vehicle miles traveled reduction target; and
(4) Identify state and county agencies to collaborate and coordinate on the implementation of vehicle miles traveled reduction policies, strategies, and programs; and
BE IT FURTHER RESOLVED that the Hawaii Climate Change Mitigation and Adaption Commission is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than forty days prior to the convening of the Regular Session of 2025; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Co-Chairpersons of the Hawaii Climate Change Mitigation and Adaptation Commission.
