A BILL FOR AN ACT
RELATING TO REUSE ZONES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Therefore, the purpose of this Act is to require any county agencies producing recycled water to establish water reuse zones within their service areas by January 1, 2024.
SECTION 2. Chapter 342D, Hawaii Revised Statutes, is amended by adding a new section to part IV to be appropriately designated and to read as follows:
"§342D- Recycled water; water reuse zones; county
agencies. (a)
Any county agencies producing recycled water shall establish water reuse
zones within their service areas by January 1, 2024.
(b) As used in this section, "water
reuse zone" means an area within a reasonable transport distance from
major sources or distribution systems of recycled and reclaimed water that can
be used in compliance with regulatory requirements for:
(1) In-building reuse purposes;
(2) Irrigation purposes, including but
not limited to golf courses, landscaping, and agricultural uses; and
(3) Construction purposes, including but not limited to dust control, concrete mixing, street cleaning, water jetting, and flushing sanitary sewers."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 to enforce the water reuse zones requirement pursuant to section 342D- , Hawaii Revised Statutes.
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on June 30, 3000.
