relating to capital improvement projects for the benefit of the ninth senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
1. Aina Haina Elementary
A. Surfacing, lining, curbing, fencing, and landscaping of mauka gravel lot to a parking lot.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act as follows:
(1) The sums appropriated in items 1, 3, 4, 5, 6, 7, 8, 9, and 11 shall be expended by the department of education;
(2) The sums appropriated in item 2 shall be expended by the department of land and natural resources; and
(3) The sum appropriated in item 10 shall be expended by the University of Hawaii.
SECTION 4. This Act shall take effect on July 1, 2023.
