A BILL FOR AN ACT
RELATING TO THE OAHU REGIONAL HEALTH CARE SYSTEM, HAWAII HEALTH SYSTEMS CORPORATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
The legislature further finds that development plans for the construction of the Maui state veterans home is currently being undertaken by the department of defense. However, management, operation, and staffing of the Maui state veterans home should be placed under a state agency able to manage a long-term care facility.
The purpose of this Act is to:
(2) Set forth the timeline and process whereby permanent oversight of the operations and management agreement of the proposed veterans home on Maui will be reassigned to the Maui regional health care system.
SECTION 2. Section 323F-2, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:
"(b) The corporate organization shall be divided
into five regional systems, as follows:
(1) The Oahu regional health care system[;],
which shall have temporary ownership and oversight of the operations and
management agreement of the proposed state veterans home on Maui;
(2) The Kauai regional health care system;
(3) The Maui regional health care system[;],
which shall secure ownership of the land of the proposed state veterans home on
Maui and, by June 30, 2028, have permanent oversight of the operations and
management agreement of the proposed state veterans home on Maui;
(4) The east Hawaii regional health care system,
comprising the Puna district, north Hilo district, south Hilo district, Hamakua
district, and Kau district; and
(5) The west Hawaii regional health care system, comprising
the north Kohala district, south Kohala district, north Kona district, and
south Kona district;
and shall be identified as regional
systems I, II, III, IV, and V, respectively."
(b) None of the liabilities of the Maui state veterans home in existence at the time the Maui state veterans home is temporarily assigned into the Oahu regional health care system or another state agency shall become liabilities of the Oahu regional health care system or another state agency.
(c) At least thirty days prior to the convening of the regular sessions of 2025, 2026, and 2027, the Maui regional health care system shall submit a report to the legislature on its progress in reconstituting its board and managing entities to facilitate the regional system's ability to exercise permanent ownership and oversight of the operations and management agreement of the proposed state veterans home on Maui to ensure that any benefits, including revenues and other community benefits, shall be first used to reduce any state subsidies to the Maui regional health system and secondly for the benefit of health care within the Maui regional health system.
(d) At least thirty days prior to the convening of the regular sessions of 2025, 2026, and 2027, the department of defense, Maui regional health care system, and Oahu regional health care system shall submit a joint report to the legislature on the progress of the proposed Maui state veterans home, including the determination and finalization of location of the site for the Maui state veterans home, and the securing of federal funds for the proposed Maui state veterans home.
SECTION 4. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 3000.
