A BILL FOR AN ACT
relating to the pololu valley management efforts on hawaii island.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
The legislature also finds that the preservation and protection of Pololu valley are essential to safeguarding its unique ecological, cultural, and historical attributes for the enjoyment and benefit of present and future generations. Currently, high levels of tourism and other visitors produce a significant impact on the area. The lack of nearby restrooms and visitor education have contributed to safety and litter issues with plastics left on the trail eventually washing up on the shoreline. Without active management, the condition of Pololu valley will continue to decline.
The purpose of this Act is to appropriate moneys to the division of forestry and wildlife of the department of land and natural resources for the management of Pololu valley, including various improvements necessary for conservation and protection.
SECTION 2. In accordance with section 9 of article VII, of the Constitution of the State of Hawaii and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriation contained in this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $ , or per cent. The reasons for exceeding the general fund expenditure ceiling are that the appropriation made in this Act is necessary to serve the public interest and to meet the needs provided for by this Act.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2024-2025 for Pololu valley management and conservation, including for the division of forestry and wildlife of the department of land and natural resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and for full time equivalent ( .0 FTE) positions to manage the trailhead and site during operational hours.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2024.
