relating to capital improvement projects for the benefit of the third senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
1. Department of Transportation
A. Plans, design, and construction to widen Queen Kaahumanu highway and Kuakini highway between Henry street and Kamehameha III road on the island of Hawaii.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sum appropriated in item 1 shall be expended by the department of transportation;
(2) The sums appropriated in item 2 and items 12 through 21 shall be expended by the department of education;
(3) The sums appropriated in items 3 and 5 shall be expended by the Hawaii health systems corporation;
(4) The sum appropriated in item 4 shall be expended by the county of Hawaii; provided that the county of Hawaii provides matching funds on a dollar-to-dollar basis;
(5) The sum appropriated in item 11 shall be expended by the department of health;
(6) The sum appropriated in item 6 shall be expended by the department of agriculture; and
(7) The sums appropriated in items 7 through 10 shall be expended by the department of land and natural resources.
SECTION 4. This Act shall take effect on July 1, 2023.
