A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the TWELFTH senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
1. Ala Wai Small Boat Harbor
A. Paving improvements.
Resurfacing and striping of existing access roads and parking areas.
Design $300,000
Construction $4,000,000
Total funding $4,300,000
B. Finger pier repairs.
Replacement of existing finger piers and utilities along front row, 400 row, 500 row, 600 row, and portions of the 700 row.
Design $300,000
Construction $5,000,000
Total funding $5,300,000
C. 800 Row fender improvements.
Installation of new structural plastic lumber fenders.
Design $200,000
Construction $3,000,000

D. Wastewater system improvements.
Replacement of existing gravity sewer lines, pump station, and force mains.

E. Electrical and lighting system improvements.
Upgrade and replacement of existing electrical lines, conduits, lighting, circuit breakers, and related work.

Replacement of concrete boat ramp panels and reconstruction of boat wash down area.

G. Maintenance dredging.

2. Waikiki Beach
A. Kawehewehe beach restoration.
Sediment assessment, evaluation and design, planning and permitting, pre-final plans and coordination, final design, and approvals.

3. Washington Middle School
A. Telecom infrastructure upgrade.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act, as follows:
(1) The sums appropriated in items 1 and 2 shall be expended by the department of land and natural resources; and
(2) The sums appropriated in item 3 shall be expended by the department of education.
SECTION 4. This Act shall take effect on July 1, 2023.
