HOUSE RESOLUTION
requesting the department of transportation to provide an update on the status of the lahaina bypass north extension.
WHEREAS, the Lahaina Bypass 1C project, which would have extended the highway to Ka‘anapali, was scheduled to begin construction in federal fiscal year 2023, but was indefinitely delayed and removed from the Department of Transportation's priority list in 2022; and
WHEREAS, the Lahaina Bypass currently terminates at Keawe Street, which has residential housing on one side and a busy commercial shopping center on the other; and
WHEREAS, Keawe Street was never intended to be a major roadway, and the heavy traffic from the Lahaina Bypass that is routed onto Keawe Street has created hazardous conditions for pedestrians and caused severe traffic congestion; and
WHEREAS, two hundred twenty housing units are currently being built and will off-load onto Keawe Street; and
WHEREAS, extending the bypass would alleviate congestion into and out of Lahaina north to Ka‘anapali, Napili-Honokawai, and Kapalua, including new traffic congestion that will likely be caused by the completion of the West Maui Hospital and the four hundred fifty additional new housing units being developed through the Hawaii Housing Finance and Development Corporation and Department of Hawaiian Home Lands; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Transportation is requested to provide an update on the status of the Lahaina Bypass north extension; and
BE IT FURTHER RESOLVED that in its update, the Department of Transportation is further requested to:
(1) Identify where the extension is on the Department's priority list;
(2) Identify any barriers to beginning work on the Lahaina Bypass 1C project;
(3) Provide an explanation for why the Lahaina Bypass 1C project was removed from the Department's priority list and why other projects were prioritized instead;
(4) Develop and provide procedures for evacuation routes for schools located on Lahainaluna Road to the Lahaina Bypass; and
(5) Identify how the West Maui Hospital and additional residential housing developments by the Hawaii Housing Finance and Development Corporation and Department of Hawaiian Home Lands will impact traffic in Lahaina and what steps, if any, have been taken to address the impact of new traffic on the Lahaina Bypass; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to Director of Transportation.
