A BILL FOR AN ACT
relating to a state chief operating officer.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 26, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§26- State chief operating officer; established. (a) The governor shall appoint,
and may remove, a state chief operating officer, without regard to chapter 76.
(b)
The state chief operating officer shall:
(1) Be experienced
in the operations of government, business, and economic development;
(2) Assist the
governor by developing and recommending policies and programs beneficial to
businesses and to increase economic development; and
(3) Coordinate the
policies of the governor regarding business and economic development with the
department of business, economic development, and tourism.
(c)
The state chief operating officer shall be a member of the state
employees' retirement system and shall be included under any other state or
federal employee benefit program generally applicable to officers and employees
of the State."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for one full time equivalent (1.0 FTE) state chief operating officer.
The sums appropriated shall be expended by the office of the governor for the purposes of this Act.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2023.
