A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-sixth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $114,850,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the thirty-sixth representative district, as follows:
1. August Ahrens elementary school
Design and construction for covered outdoor learning spaces; ground and site improvements; equipment and appurtenances.
Design $2,000,000
Construction $2,000,000
Equipment $500,000
Total funding $4,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. August Ahrens elementary school
Design and construction for whole school renovation (Phase II); ground and site improvements; equipment and appurtenances.

Construction $1,000,000
Equipment $500,000
Total funding $2,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Honowai elementary school
Design and construction for ADA improvements, including improvements to or replacement of various elevators and other improvements; ground and site improvements; equipment and appurtenances.

Equipment $100,000
Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Honowai elementary school
Design and construction for covered walkways connecting buildings to the cafeteria and all related work, including new work and refurbishment, repair, and renovation; ground and site improvements.

Construction $1,750,000
Total funding $1,800,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Honowai elementary school
Design and construction for covered, multipurpose spaces for learning and dining; ground and site improvements; equipment and appurtenances.

Total funding $4,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Waikele elementary school
Design and construction for an innovative learning center; school renovation; ground and site improvements; equipment and appurtenances.

Total funding $15,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Waikele elementary school
Design and construction for perimeter fencing and security improvements and all related work, including new work and refurbishment, repair and renovation; ground and site improvements.

The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Waipahu elementary school
Plans, design, and construction for a cafeteria expansion; renovation and improvements; ground and site improvements; equipment and appurtenances.

Total funding $29,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Waipahu elementary school
Plans, design, and construction to maintain and improve facilities and infrastructure; parking improvements, including new parking lot areas; ground and site improvements.

Total funding $2,050,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Waipahu high school
Construction for campus-wide exterior repainting and all related work, including new work and refurbishment, repair, and renovation; ground and site improvements.

The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Waipahu high school
Construction for campus-wide security fencing and gates and all related work, including new work and refurbishment, repair, and renovation; ground and site improvements.

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Waipahu intermediate school
Design and construction to complete the DREAMS building; ground and site improvements; equipment and appurtenances.

Total funding $39,750,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
13. Waipahu intermediate school
Plans, design, and construction for two to three new portable trailers for classroom use, including repair, replacement, or new construction and improvements to facilities and infrastructure; ground and site improvements; equipment and appurtenances.

14. Waipahu intermediate school

Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2023.
